Executive Committee Responsibilities

President

Article IV: Section 2: The President shall be entitled to serve for a period of one year and to succeed to the office of Immediate Past-President.

The President shall:

  1. Preside over meetings of the Executive Committee, the Board of Directors, and the MAASFEP membership.
  2. Develop and recommend to the Board of Directors the general operations of MAASFEP and direct and supervise the affairs of the organization.
  3. With approval from the Board, appoint a NAFEPA Representative for a 3-year term. In the event that the NAFEPA Representative is not able to attend a NAFEPA meeting, the President shall attend or appoint an alternate.
  4. Be an ex-officio member of all committees.
  5. Develop and promote information updates, keeping members informed of local, state and federal publications.
  6. Complete compliance duties to include: Signing the financial summary report with the treasurer and secretary Signing the approved Board minutes with the secretary.
  7. Attend and disseminate information from NAFEPA or the National Title I Conference following attendance at either.
  8. Preside over the Annual Meeting held at the fall conference.
  9. Direct and co-chair with the Vice President and the Past President, as well as the the Minnesota Department of Education (MDE), the annual Fall MAASFEP/ MDE Conference to include the planning, implementation and follow-up.
  10. Direct and co-chair with the Vice President and the Past President the annual Spring MAASFEP Conference including the planning, implementation and follow-up.

President-Elect

Article IV; Section 3: The President-Elect shall be entitled to serve for a period of one year and shall succeed to the office of President.

The President-Elect shall:

  1. Attend and participate in MAASFEP Executive Committee meetings.
  2. Assist the President with directing and co-chairing with CFL the annual Fall MAASFEP/CFL Conference including planning, implementation and follow-up.
  3. Attend and disseminate information from the NAFEPA or NASCCE conference at the next meeting.
  4. In case of absence of the President, assume and perform duties of the president.
  5. In case of vacancy in the office of president, succeed to the office of the president.
  6. Assist the Vice-President with the spring conference.
  7. Other duties as assigned.

Vice-President

Article IV; Section 4: The Vice President shall be entitled to serve for a period of one year and succeed to the office of President-Elect.

The Vice President shall:

  1. Attend and participate in MAASFEP Executive Committee meetings.
  2. Upon election assume an ex-officio position on the Executive Committee attending scheduled meetings prior to official duties.
  3. Coordinate and chair the spring conference including planning, implementation and follow-up.
  4. Plan and maintain the proposed spring conference budget assisted by President-Elect within guidelines established.
  5. Attend and disseminate information from NAFEPA or NASCCE conference at the next meeting.
  6. Other duties as assigned.

Treasurer

Article IV; Section 5: The Secretary and Treasurer shall be elected on alternate years for a term of two years. These officers shall be eligible to be appointed or elected to succeed to the same office for no more than two consecutive terms.

The Treasurer shall:

  1. Attend and participate in MAASFEP Executive Committee meetings.
  2. Review the financial condition of the organization, report to the Executive Committee at each meeting, develop and recommend general financial guidelines.
  3. Submit to the conference chairs the previous year’s budget.
  4. Prepare and submit to the Executive Committee and the MAASFEP membership the annual budget for the organization at spring conference.
  5. Meet with the president, past president, vice president, and president-elect during the summer to review the financial affairs of the organization to be submitted to the Executive Board.
  6. Attend and disseminate information from NAFEPA and NASCCE conference at the next meeting.
  7. Forward NAFEPA registration and dues for all board members in a timely fashion pending board approval following the fall conference.
  8. Other duties as assigned.

Recording Secretary

Article IV; Section 5: The Secretary and Treasurer shall be elected on alternate years for a term of two years. These officers shall be eligible to be appointed or elected to succeed to the same office for no more than two consecutive terms.

The Recording Secretary shall:

  1. Attend and participate in MAASFEP Executive Committee meetings.
  2. Record and distribute minutes from all Executive Board and Executive Committee meetings. Provide hard copies to be distributed at that time. Email copies before.
  3. Send acknowledgements as requested by the president.
  4. Record and distribute minutes from the Annual Meeting held at the spring conference.
  5. Attend and disseminate information from the NAAFEPA or NASCCE conference at the next meeting.
  6. Contribute highlights from the Annual Meeting to the web site.
  7. Other duties as assigned.

Past-President

Article IV; Section 2: The President shall be entitled to serve for a period of one year and to succeed to the office of Immediate Past-President.

The Past-President shall:

  1. Attend and participate in MAASFEP Executive Committee meetings.
  2. Appoint a Nominations and Elections Committee.
  3. Appoint a scholarship committee of at least seven members.
  4. Direct and coordinate the scholarship program during the year.
    • Disseminate and receive scholarship applications, determine winners via committee, acknowledge applicants, develop display and maintain file of winners.
    • Notify and present scholarship winners at the Spring Conference.
  5. Serve as chair of the nominations committee and present slate at Spring Conference.
  6. Attend and disseminate information from the NAFEPA or NASCCE conference at the next meeting.
  7. Other duties as assigned.

Congressional District Representatives

Article V; Section 2: The term of office for each District Representative shall be two years. District Representatives may hold office for no more than two consecutive terms. The four District Representatives representing the even-numbered Congressional Districts shall be elected during even-numbered years. The four District Representatives representing odd-numbered Congressional Districts shall be elected during the odd-numbered years. If district boundaries change during the course of a term the representative may complete the term.

The Congressional Representatives shall:

  1. Attend and participate in MAASFEP Executive Committee meetings.
  2. All district representatives will assist with the fall conference and the spring conference in general.
  3. Other duties as assigned
